Higher education is facing increasing global competition and higher demands for accountability, transparency, and sustainable organizational performance. Educational institutions are therefore required quality management systems that ensure compliance while continuously improve institutional capability and educational service quality. Quality management systems have consequently evolved from administrative control mechanisms into strategic instruments support systematic planning, implementation, evaluation, and continuous improvement through process-based management approaches. In this context, ISO 21001:2018 Educational Organizations Management Systems (EOMS) was developed specifically for education organizations, accommodating learner-centered education, diverse stakeholder expectations, and the complexity of educational processes. Its process and risk-based management approach aligns institutional strategies and operations with stakeholder needs while allowing flexibility across educational contexts, making ISO 21001 increasingly relevant to higher education quality assurance.

This research models knowledge regarding higher education quality assurance in the form of an ontology. Additionally, it develops an audit-based maturity assessment framework for the ISO 21001:2018 standard. The framework translates normative requirements into Audit-Based Operational Indicators (ABOI) and integrates evidence-based auditing, inter-rater reliability assessment, consensus-based scoring, and capability maturity measurement. It is expected that users will be able to understand the higher education quality assurance model through the provided documentation and explore the framework's application via the included examples.
